FL Resident Voucher linking to MDE

I have an upcoming trip which includes myself DH & DS who all live in PA & have annual passes. I was able to link the passes without a problem. My inlaws are joining us but are Florida residents.They bought 3 day passes at AAA and sent me copies of the vouchers so that I could link them in MDE but I'm having no luck. The number on the back of the voucher is 13 digits but when I input them, I'm told they are invalid numbers. Any ideas on what I am doing wrong?
