First time flying, question about baggage

I am going to be flying for the very first time next month. My question is..I am flying Delta and when I read their policy regarding the maximum bag size for carry on baggage, does that include the wheels and the handle or the actual bag?

It's overall size of the bag, so that would include the wheels or anything that protrudes from the bag. It doesn't count the handle when collapsed.
