The Fife & Drum Tavern is not listed anywhere on the official WDW website, other than in the Dining Plan brochures. If you search for it you get nothing. Does this place still exist? Any idea why it's on the Dining Plan brochure but nowhere else?

Yes they exist. They are not restaurants. They are kiosks. That is why you won't find them listed with restaurants on the website.

Fife and Drum is on the walkway in front of the American Adventure adjacent to the outdoor seating of the Liberty Inn CS in Epcot.

Mr. Kamal's is on the walkway opposite Flights of Wonder in the Asia section of AK.
