I believe that you are falling victim to confirmation bias. A couple of unrelated weird things happened, you came up with a theory and now you are prone to notice things that confirm your theory. Other than someone photographing your dog, everything you mentioned seems like a bunch of random things. And anyone working with animals would be familiar with fatty tumors and not give the growth a second thought.

I'd agree with you but where this is located believe me it looks like an enlarged sack.

So I was walking dog today. Some lady was leaving her house, Not a 100% sure but I think she is a a volunteer at shelter house at first she turned other way on sidewalk but then she came toward me as Wendy was sniffing something. We talked about my dog let her know age and she had a friend who also had a dashound. We talked about Wendys condition(tumor) she looked at it a little. The friends dashound had back problems and I told her how lucky we are and mentioned how dog had slipped down our staircase a couple of time when she was younger. Both times I was like there goes her back but she was fine.
Anyway when we were done she said "Wait till I tell them"
Not sure if she was talking about friend who had dashound but that would be weird to want to tell them.
So I will take it as a good thing and hopefully put this all behind me, at least in my mind.

Agreed that it is weird but the OP is using it to confirm her belief that it is about the dog. She said "some" laces and rags. We don't know if that is two or 15. We have no idea f they have been there for a long time and just noticed now because of her heightened awareness or if they were recently placed. I would monitor it for sure and consider it weird and maybe suspicious but I can't figure out how it could be related to the dog.

It was a shoelace tied around the fence post, a piece of rag, not big tied very close to it. Its in a corner far from backyard where the fence runs to front yard and kids trampoline kinda hides it. Other rag was tied other far end of fence where gate closes for driveway. Like I said two if not all three were tied with so many knots I had to cut off. I am not tht observant but walk by both frequently and swear I did not remember seing them befoe but can't say for sure. I am not a super observant person.

I definitely would have been weirded out by the extra attention and things tied to the fence, wondering if someone was plotting to steal the dog or something. I'm glad you talked to the rescue walker, as I bet that will get you off their "list" - but I still wouldn't leave her out alone.

I say follow your instincts. I would try to find some kind of deterrent spray or something to spray in the areas around where you found the items attached to the fence so Wendy won't be going there for awhile.
I guess I tend to suspect things that others see as coincidences, maybe because I have seen too many tik tok
videos of 'concerned' citizens either taking pictures or videos & posting them with the people's address saying 'lets make this go viral' thinking they are helping an abused animal or child or something.

People are crazy, walk your dog in your yard for a while, maybe a few months so you can be there with your pet for whatever brand of crazy might be unfolding and protect your pet.

Also, is it out of the question to create a mini fenced in area within your fence? I did this a few times to limit where my dogs went while I was reseeding sections of my yard so the big dog wouldn't trample the new growth. You can buy temporary fence sections that look nice but for my short term use I went cheap and got some tall stakes and chicken wire and ran it from one side of the yard to the other making a sort of moat.

Best guess is an older dog wouldn't need much coaxing to stay in a smaller space
