There's no telling what crowds will be like next year, so I wouldn't consider that as a factor. They're both busy weeks, with Feb being maybe slightly less since Presidents Week isn't a week off school for all areas of the country. But, if capacity is still limited to 25% of the maximum, its entirely possible both weeks will reach the current limited capacity making no for no difference in crowd levels.
IMO, the later you go, the higher probability more things will be open and things will have inched closer to "normal" by then. February is soon enough where it could still see the effects of any resurgence that's being anticipated in the near future.
As far as weather, as PP mentions, it can be cold in February which makes pool time questionable at times. We just returned and enjoyed more pool time than ever on our trip because of the shortened park hours. But in February, it may be too cool for that and the sun will set earlier than it would in April. However, April can often be hot and as we experienced last week, many of the ride queues have been extended into makeshift queues that are outdoors in the elements. They are doing this to add social distancing and make for minimal waits indoors to be safer. As such, this meant most of our ride waits were outside waiting in the sun in a lot of cases. And with Spring Break crowds, that could make for some long waits.
Obviously I could go either way on which timeframe would be better. For us, we'd lean towards February because we agreed it would be nice go in the current environment where the weather was more comfortable and it was easier to tolerate the waits outside.
