FD'ing and resort availability?

I've never received/used a free dining offer before but from what I understand, it's based on room availability at the resorts, right? (i.e. if you want to stay at CBR, they may not have any FD'ing room available, but you could get one at POP... or something like that)

If that's the case (and please correct me if I'm all confused! :upsidedow), then does there seem to be any sort of historical trend on what resorts generally seem to have the most FD'ing availability or which resorts have the least??
 
I don't know about the most, but I seem to remember that in the past people have reported a shortage of free dining rooms at POP, POFQ, and CSR. Those are the only three I remember anyone having any trouble booking and that was only after free dining had been out for awhile.

POFQ is most likely completely booked, because they just went through a major refurb that was completed around Easter.

Also, POR tends to fill up quickly with discounts, because it is the most affordable resort for a family of 5. As you can imagine, free dining for a family of 5 at a moderate is pretty good!
