Can you get a FP during EMH, or is this restricted to when the park officially "opens". When do they typically open them?

The FP machines open when the park opens.

You just don't need a FP during EMH.

I was told by a cast member on the phone to go get a fast pass for RSR during EMH, then go on the ride. I would then have a fast pass to go on it again after the official park opening.

They told you incorrect information...it happens.
FPs are not available until park opening. If yoy get one shortly after they open, you can likely get another one after your return time opens for the first one.

Thanks everyone. I've heard the official opening tends to be 30 minutes before they advertise (8:30/8:40 for a 9am opening). Do the FP machines open at this time ("rope drop") or do they open at 9am?

The park doesn't actually open 30 minutes early. They just start letting people in. The parts of the parks with rides is still roped off...until official park opening.
