Fastpass at Tokyo Disneyland

Are Fastpasses between the 2 parks disconnected like they used to be in Disneyland Anaheim? For example, could you get a Space Mountain Fastpass and then immediately run over and get a Fastpass for Tower of Terror?

They are disconnected. I rope dropped FP for Winnie the Pooh and then got Tower of Terror FP like 20 minutes later back in June.

They're disconnected, but you can't park hop until your third day at the parks.
