Do you have to actually USE your third FP to get a fourth? Or can you make the fourth after the begin or end time of the third one happens?

1. No.
2. Yes. You can CANCEL the third reservation, if you like.
Or simply only book TWO FP+ that day, in the first place.

Think I know the answer to this but can you book a tier 1 if you only started the day with 2 FP+ at say DHS and one of those booked FP+ was a tier 1? Can you book a tier 1 at another park (Epcot) as your 3rd after using the first 2? Thanks.

The Tier restrictions only apply WITHIN a single park.
