My 60 day window for setting up fast pass + will be opening later this week- for those setting up fastpass.+ for end of March- was 7 dwarves mine train ride an option ?

We have no official info on the Mine Train opening date.

If the Mine Train becomes a FP+ option, you can change a FP+ to it.
(That brings up a laundry list of "who knows" situations.)

7 Dwarves mine train is not an option anywhere yet. We don't even know when its opening date is. No guarantees that it will open in March.

As Robo noted, you may be able to change one of your current bookings to the mine train, should it be available later.
