Only if the two rooms have requested to have the divider opened. I don't think it's always open.

The title of the video is the 7688-7686 connecting cabins balcony. So no, the divider is never opened unless it is requested by the connecting staterooms.
I was one deck higher in February and yes, the divider was closed.
