I'm not sure about WOC, but I was at the parks two weekends ago (when they cancelled the Candlelight Processional due to rain) and Fantasmic! and the fireworks were also completely cancelled. I'm not sure if WOC gets cancelled due to rain but I was under the impression that it still goes on. I'm not sure if they do the entire program though. Maybe others can verify?
Rain does not get Fantasmic! or WoC cancelled. Lightning cancels just about everything.

If we've purchased a Fantasmic dessert package and it gets cancelled because of rain, do we get a refund? Or do we get a $59 dessert box?!
To book the Fantasmic! Dessert Package, you should call 30 days in advance of the date that you want to see the show. (For June 12, call on May 12, for July 31, call on July 1, etc.) The number is 714-781-4400. Phone lines open at 8:00 Pacific time. Your credit card will be charged at time of booking, and there are no refunds or exchanges. If there are two Fantasmic! shows there will be two Dessert seatings, so you will also need to specify which show you want to see.
I guess it depends on how much rain, because as I said earlier, two weekends ago when I went up on the Sunday of the CP, they cancelled Fantasmic! because of rain. The CM explaining it specifically said "unless the rain dies down, the shows will be cancelled" (and they consequently were because it didn't stop raining).
We were in the parks this weekend. Fantasmic was cancelled but WoC was not. Once the show starts you have to put down the umbrella. The first show tonight was crowded but the second was pretty empty. People basically stood wherever they wanted.Wow. This thread is very discouraging. I live in Seattle and am very used to rainy days. We try hard around here to get everyone who participates on this board as prepared as possible for their DLR trips.
