If Disney estimates a certain average number of say, wheelchair guests, which can cause a delay on many rides for loading and unloading, and that doesn't happen... poof. Faster lines for that hour or longer. And that's just one example. People also freak out if they have to wait longer than the proposed wait time, so it always, I believe, rounded up. I'm quite sure it's the conspiracy some people make it out to be. It's just an algorithm.
Touring Plans has shown over and over that the wait times are inflated. They aren't one-off instances of bad estimates. This is old news. The posted wait times are always wrong and always inflated. Disney isn't "guessing". They know exactly how long it takes (thanks to magic bands and before that, the "red cards").
