Fall RO Discounts an annual thing?

I am planning a trip for Nov 2015. This year, during my dates there is a RO discount offer, Do they offer RO discounts every year? I am trying to plan my budget and with the 30% off I may be able to swing BC for a couple of nights. But I don't want to get my hopes up.

When do Fall RO Discounts usually come out for the general public?

I think that the room only discounts for Nov 2014 came out on July 23rd, according to Mousesavers. So far the discount has been offered annually.
