I agree that threading is the way to go.
I have super thick black eyebrows on very light skin and have been waxing/plucking/threading since I was in 3rd grade. Honestly, my eyebrows are a defining feature of my face.
My DD is the same way. She started getting her eyebrows threaded at about 10 (before that we used tweezers minimally at home). She did not cry and didn't feel that it really hurt at all.
We live an hour away from anywhere that does threading, so we honestly don't have the time to have it done regularly. We probably go every few months for shaping/clean-up and just pluck at home in between.
