No. Only Guests with Disney resort reservations may use Magical Express, and only with advance reservations for the transportation service itself.

Just add them to the reservation. Disney doesn't need to know that they never actually stay in the room.

Good idea, as long as it does not cost the WDW guests any money. If they are staying Value and already have 2a, 2c, they can't add another person as that would put them over occupancy.
