OK, I don't get it. Regarding the evening Extra Magic Hours, it says the chosen park will be open "up to" 3 hours later. For instance, this week, on the WDW site, the MK shows the hours as 9-9 for 10/12, with evening EMH, so the park will be open until midnight? Same thing next night with EPCOT, 10/13, does this mean that WS will be open until midnight and FW will be open until 10? Thanks for helping me with this.
 
In your example the Magic Kingdom will remain open from 9pm until midnight for Disney resort guests with wristbands.
For Epcot the EMH runs from 9pm until midnight for FW and WS. The confusion is that FW "officially" closes at 7pm most nights. However, the major attractions like Test Track, Mission: Space, Soarin', and others, continue operating until 9pm every night. I don't believe that much of WS is open during the EMH. Suggest you check out the info on allearsnet.com.
Note.....the wording from Disney has always been "up to three hours". It has never been less than that. They probably do this wording just in case they have to cut it short for some reason.

Is this always the case, I assumed all the rides closed at 7:00. I thought it seemed silly because most people want to wait till 9:00 for illuminations and it seems like WS would be packed between 7-9:00. It would be good to be able to plan on those rides being open.

Yes, while some of FW closes, some of the attractions stay open. Here is a list from themeparks.com

Spaceship Earth, Test Track, Mission: Space, Soarin', Sunshine Seasons, Electric Umbrella, and Mouse Gear will remain open until park closing.
 
They do still have fastpass. They will close the FP kiosks for a short while, then re-open them. We found we really didn't have to use FP!
