Extra Magic Hours: How does it work?

I understand when Extra Magic Hours are scheduled in the morning, only Disney Resort guests are allowed to enter the park. However, when Extra Magic Hours are scheduled at night, how do they ensure only Disney Resort guests are allowed to ride, etc.?

They scan your band at each ride to verify a current resort stay.
