Express Pass...Why aren't they available in February?

I was looking into the Express Pass Option for Universal Studios and on the US website for February it says "No Dates Available". Is this because they have already sold the maximum they will sell for that month? It also says that for September, October and November. Are these off-peak season months and they don't sell any? Just wondering.

Scroll down the page to the cheaper passes. The February dates are there. The date determines the price of the Express pass. Some dates in Feb. are on the least expensive, some are a bit more.

I never noticed that before either.....do you suppose that means that they arent expecting as heavy of crowds on the days that the fotl's are cheaper?

Could be, but more likely it's related to the rate of occupancy of their onsite hotels. Those two things probably go fairly hand in hand, but I could see a case where there might be low occupancy, cheap EPs, but busloads of high schoolers on field trips swamping the parks.
