No, exchanges will not have access to any DVC perks and the room id will not say "DVC Member". If a member should exchange into a DVC resort, many of the perks will still be available by using your DVC Membership card, but pool hopping requires the current room id with "DVC Member"- the blue card is not enough.
Any discounts available to DVC members with proper ID will be available. If you exchange into WDW and have your blue member card, all of the member dining discounts should apply. The only perk I can think of that would not be available is pool hopping since the room ID marked "DVC Member" is required.
You can print out the current perks from the member's site or can probably get a copy of Member Perks right at the resort at check-in.
Technically Doc is correct but it's not that simple. If you call DVC and have them add that you're a member to the exchange info, you very well may get a card that says member, we did. We were even able to add another couple to our reservations so they could arrive a couple of days earlier than us and we did not need an II guest certificate. From my experience the answer is likely not but it's possible if you jump through the right hoops.
I hope it works out but at the min you'd get the other discounts like dining, valet parking and the like. Too bad they don't waive the $95 fee for owners, they should.
