Erratic Parenting - Anyone else experience this?

Our 13 year old DD's friend's parents are driving us crazy. This family cannot plan anything. They say they'll pick DD up in 15 minutes to go somewhere with them. An hour later, and they're still not here. They ask her to go somewhere with them and at the last second they decide not to go, and DON'T CALL HER to tell her. Our DD goes over there and out of nowhere they decide they have a party to go to so we have to come running from wherever we are to pick her up. When she's asked to come over they have no plans, so we say alright. But time and again this happens. I've about had it with them. The friend isn't the problem, it's her wacky family. Does anyone else deal with friends' parents like this?

Most of my teenage daughter's friends' families. And they don't like me because I have too many rules, like wanting to know if there are any adults around, etc. etc.
