Can you ride the monorail into/around Epcot without using a park admission?

Yes. The Epcot monorail does a circular loop through Epcot Future World before stopping at the Epcot station just outside Epcot front gates. It drops off and picks up passengers then proceeds back to the TTC station, drops off and picks up, makes a loop and heads back to Epcot. It's a continuous track.

Once you've completed the EPCOT monorail, jump on the Magic Kingdom/MK hotels monorail, and get off at each hotel and tour them for additional rainy night activities.
