Can you come in the Epcot entrance from the Boardwalk before the World Showcase opens. I noticed that Epcot opens at 9:00am but the World Showcase doesn't open till 11:00am.

Or you can go right and into France, which has been open earlier in recent months.

Most of the time I've been there I never even saw any cast members around or anyone who might tell you to move along. You could probably mill around the accessible parts of the WS for as long as you want.
Keep in mind that the Boardwalk entrance folks are at a HUGE HUGE HUGE disadvantage for getting to the main attractions like Test Track and Soarin at the park open. The other entrance is a lot closer and those folks get there first. Unfortunately, Disney hasn't made an adjustment to stagger the times to make them equally fair.
That's really not much of a factor anymore.
There is no longer any "rope drop holding area."
Guests from either entrance are regularly let in "early" (before the posted opening time) and they can simply walk directly to their chosen first destination.
No longer any "mad rush of thousands" as they all began charging forth at one time, at the dropping of a single rope.
If you get to Boardwalk Entrance at 9am and I get to the other entrance at 9am, and we walk at the same speed to Soarin', I will get there much quicker than you. That was my point.
On any given day, that may or may not be the case.
