I know there are spots throughout the parks for getting the wristbands for night time EMH's. If you are not in the park with the time begins, do they just give you a band on the way in or do you need to get it at your resort?

You will get it right at the gate if the posted closing time (for non-Disney resorts) has already passed...

When you enter the park after official closing, the CM taking your ticket will direct you where to get a wristband. Be aware that that area will most likely have the longest line to get one. You will probably be better off going to one of the other locations.
