Ebay question on retracting bids

I listed an item for a 7 day auction got a bid the first day. Today with 2 days to go she retracted her bid (reason she put was entered wrong amount). She bid $70 and the starting price was $69.99! She emailed me previously and asked me to cancel it because she decided she wanted something else. So can buyers just retract bids whenever they feel like it?

They arent supposed to and if they enter that they put in the wrong amount they are supposed to immediately rebid correctly. If you do a help search on ebay I believe there is a link to report it..not that they will probably do much about it unfortunately
