Ebay- Buyer backed out...

Okay- I just started eBaying and here is my current situation.
I sold a Yu-Gi-OH! Halloween costume and the buyer's child changed his mind about what he wants to be for Halloween at the last minute. (I can relate to that)
My auction closed and the buyer emailed me and said that he entered a bid retraction and he got confirmation from ebay. But clearly the bid retraction did not go through as he won the auction. I emailed ebay and explained the situation and they said I need to file a "mutual agreement to not complete sale" claim.
Am I correct to understand I can re-list the item for free and receive a final value fee credit?
How long does that take?

Hi, you can file, and you will be refunded the final value fee as soon as the buyer answers the email EBay sends her. You will not get back the insertion fee though.

our buyer backed out-but did pay the commsion adn relist fee and we relisted the next week-pretty sure that's how it went down

I don't think so...I am 99 percent sure you don't get it back and it doesn't list for free. I could be wrong though, but when it's happened to me, I never got the insertion fee back or relisted it for free. Go on Ebay help live and ask. They are always really helpful

You can't relist for free, but if the item sells the second time around, Ebay will refund that second listing fee. Whenever you relist an item, Ebay will refund the relist listing fee if it sells (but you never get back your original listing fee).
