I am SO confused by the new early admission coming in October for resort guests. It says we'll be admitted 1/2 hour before park opening. Now, when I watch vlogs or read posts about ROPE DROP, they all say that the parks ALREADY let EVERYONE in about a half-hour before official opening. So...????? What am I not getting here?

Disney letting people in before opening time has ended over the last month or two.

We were there middle July. That wasn't our experience. We arrived at Epcot gate at 10:35 one morning and they had already started letting people in.
 
In the past, during extra magic hours resort guests used one set of tapstiles and non-resort guests used a different set and were held until official park opening time. If a non-resort guest attempted to tap in prior to park opening their Mickey head on the tapstile would light up red rather than green and they would need to wait to enter the park.
 
Just to piggyback of this. Will they still let nonresort guests in the parks but not rides or are non-resort guests not allowed at all in the park?
 
It used to be during EmH non resort guests could shop and eat (ie spend money) but not ride any rides. Not sure what they’ll do now though
