Yes but for new members, only if you buy direct. The program is not guaranteed and is very expensive. It's be cheaper, easier and safer to do DCL on cash and if one needs DVC points for DVC stays (the only reasonable reason to buy), just buy less.
 
A cheaper (3-night) cruise would be 60 points per person double occupancy, for one of the worst staterooms on the boat - which means you'd be out a minimum of 120 points for a 3-day cruise. The same DVC points at a premium resort, rented, would net an owner more than $1200. Used to book a DVC villa, 120 points would get a week or close to it in a studio at many resorts large sections of the year.

And that's just the comparison for a cheap cruise, in a very low, small cabin without a porthole. Heaven help you if you want to swap into a longer cruise, Alaska, or Europe.

For another comparison, we have a 4-day cruise coming up in April on Royal Caribbean. We're on an upper deck, outside with a window, and it cost us a little less than $300 cash per person (3 people). We could easily have gotten a 7-day cruise for $600-$700 per person with similar accommodations on a much larger ship.

Disney cruises are very expensive to begin with, and using points will usually drive the cost even higher.
 

Agree with the others, using your DVC points for cruises is a waste of your points.
 
Resale points purchased now can not be used for cruises. Points must be purchased for disney for that.

As stated, renting out your points, taking that cash, booking the same cruise you would have booked with the points, would leave you with cash left over, and in all likely hood a good amount of it.

Also using the cash you save buying resale to help out.
 
Would agree with everyone else. Using these points for a cruise is not an economical use of your points. Add in the fact that you have to purchase direct from Disney to do this, at a cost of about $50 a point more. Depending on the number of points you buy, the savings of buying resale could pay for a cruise.
