In this case the problem isn't the fastpasses, but the lack of quality rides that are using fastpass.It becomes a problem again when all the fastpasses are gone by early afternoon. Then you are back to having everyone standing in line.
Practical example:

California Adventure at Disneyland resort only had a couple good rides at first. One of these is Soaring, with slow loading times. On busy Saturdays, fastpasses would be gone before noon.
Fast forward to today. TOT opened, with fastpass capabilities. Now we see both attractions having fastpasses available until the evening.
By the way, are we talking Epcot with Mission Space and Test Track for running out of fastpasses? If so Soaring will help alleviate this problem.
The object of fastpass would be to allow you to reserve ride time for 3 or 4 of the best rides in the park. Maybe one at 10, one at 1, one at 4, and one at 7, with lots of variation. This only works if you have the rides for people to go on. Epcot will have this shortly.
