DVC Ressie vs Cash

We have called MS 3 times in July trying for 2 different ressie's. One is for my family (DVC Members) for a 2br at OKW from Dec 30 - Jan7. The 2nd is for a cash ressies for my sister for a 2br at OKW, from Jan 3 - Jan 9. The first call, we were told to call back as the rooms had not been released yet. The 2nd call, same thing. But this past Thurs, I was told there is no availability for DVC points, but if I wanted to pay cash, I could make the ressie for my family that there was availability for that period for cash.
I thought DVC had priority. My sister is suppose to be coming down to meet us on Jan 3 with her two daughters and their husbands to look into buying DVC. Am I misunderstanding something? I called my guide who said he would look into it (that was on or about July 25), but he has not called back to answer the question or help us.
Anyone have any ideas? Although our home resort is SSR, we have booked at OKW our last three trips without any problems.

The inventory for cash is different from the inventory for points. Disney reserves ownership of a certain small percentage of the resort for cash ressies. It also gets inventory to rent when DVC members trade out. What it has available for cash is not available on points. A major issue you are likely having right now for DVC is your dates, particularly the first two nights. Dec 30 is part of the very high demand Christmas week and Dec 31 is the highest DVC demand night of the year, so getting either at 7 or fewer months out is extremely difficult. Also, Jan 1, 2,and 3 are also high demand nights because next year they are still part of the Christmas break weeks.
