IMHO, there are no tiers.
If you bought something, did not fully do the research up front, and not understand what you were buying that is your issue.
The DVC system is what it is and buyer beware is good advice in any major purchase.

So far every meal we had at the Turf Club has been fantastic, but a short distance away is the largest selection of restaurants anywhere on property.

Restaurant and entertainment options available within an easy walk at Disney Springs are outstanding I bought at SSR when it opened because of location and have never regretted it. The refurb is an added bonus!
