DVC points - can one purchase points at discount from a reseller?

With Disney's feature of first refusal, once an owner wants to sell his/her points, are points every sold on the open market, by individuals personally, or by resellers?

If the answer to the question is yes, can someone point me to some resellers, dealing with the sale of DVC points?

PS-Obviously, I have read the sticky (link: http://www.disboards.com/showthread.php?t=1046196) - however, my question is more practical, than theoretical - as to what percentage of DVC points offered by owners, are can be (re)sold, as opposed to being acquired by Disney? At the resale market, what are the discounts, one can receive?

Yes, folks that buy via resale are full DVC members.

I don't think we know what the percentage of sales that fail to pass ROFR.

BTW, since there is ROFR, I don't think the market qualifies and an "open" market.

Keep in mind when you are buying resales that alot of the time the points for the year you are buying as well as the points into the next year may have already been used. So you really cant use your vacation for two years from now. Pay close attention to how many points are actually available to you right away if thats something that is impotant to you!

Buying resale from Disney does not give the buyer any advantage - the price offered per point will be the same as if the same point is being sold by Disney for the first time?
