DVC Parking at Boardwalk Inn

Under the new parking rules DVC members do not pay parking when using points or when staying at DVC resorts (points or cash). The explanation I have seen for this is that membership dues are used for common areas such as parking lots and as such members cannot be charged twice.

If a DVC member was staying at Boardwalk Inn on a cash reservation they technically do not meet the requirement for waived parking fees, but the common areas of the Boardwalk Inn are shared with a DVC resort and the members dues would have gone toward parking lots. Any ideas of how this would be handled?

There would be an allocation of expense for BWV owners to pay for the decided share of the parking lot and BWI would be paying for their allocated share. If you are just staying on cash at BWI you'll have to pay for parking if you bring a car.
 
It's not dissimilar to the fact that as a DVC member you don't get to park free at your home resort when not staying there.
