Are you allowed to transfer your DVC ownership to one of your kids after 20 years without incurring a penalty?

You can always transfer ownership of your property. However, it is a legal transaction just as transferring ownership of your house would be a legal transfer of the deed. Something similar came up on the boards recently and I think there was mention of having to let DVC know that it's a transfer within a family because they have to waive the ROFR in order for the deed transaction to go through. Of course, you have to pay whatever fees are required to record the deed and you may have to get an attorney involved as well (I'm not sure of all the details).
