DVC Golf Membership black-out dates?

Today I tried to make a DVC golf member ressie for a disney golf course on Dec. 31, but didn't find any available even though there were disney resort guest ressies available. Just wondering if the DVC rate is not available on that day, or if I just missed out to other members who booked it first.

I believe you can only make then 14 days in advance at that time of the year
