We are pretty new to DVC. My in-laws have had it for a few years and we have traveled on their points before but just recently they have put our names on the account to take over the management of it. I'm wondering, with DVC, am I able to take advantage of any special offers/promotions that Disney offers? I'm specifically thinking of free dining or the bounce back offers, but I'm sure there are others.

No. Not in conjunction with using DVC points.
It might help you understand if you realize DVC is a seperate entity unto itself. It is not related in anyway to the Disney Resorts. The offers you speak of, bounceback, free dining, room only discounts, package deals, etc, are offered by Disney Resorts to fill rooms. DVC runs about 95% occupancy most of the year, and does not need to do anything to fill rooms.
So just forget about those discounts. You can, of course, still book them on cash, not using DVC points, and participate in whatever "deal" you choose.
DVC does offer its members some discounts on dining and APs, but those are not guaranteed and can be eliminated at DVDMC's whim.
Sign into your DVC account to learn all the options available to DVC members.
Enjoy.

Were you added to the account as a deeded owner or an associate? As an owner you get the listed benefits and discounts as an associate you do not.

To clarify a bit further, those discounts and deals are offered by the Disney resorts to fill room inventory that they own. The room inventory that we use to book our vacations on points is owned by us, the members. There's no reason for the Disney resorts to offer us any discounts when we book with our points, because a) they don't even own the rooms we're booking, and b) they get exactly zero dollars when a DVC member books a DVC room on points.
