When you reserve a package you are asked for the birth dates of the children. That is automatically used to calculate the ticket cost for them, as well as the DDP costs. So if you give a birth date that will make the child "older" they will get both a ticket and DDP.
Since there is no charge for children under 3 at any all you can eat meal, all you would have to pay for is any meals that you purchase at a table service or counter service location, unless the child eats off you r plate.
Of course you could get the ticket and save it for another trip, when you do not get the DDP.
