Oh my Gosh !! All this is so unfair!!
Here in Wales, UK we have to be 17 to even start the car.
Its rude I swear!! Im 15 and im 16 in August. Here once you turn 17 you can have driving lessons, then once you've had a certain amount of lessons you have a test and it consists of a driving test where you drive and you have a instructor next to you telling you where to go and stuff like that and they watch your every move and then you have to take a written test. And you have to get a certain amount of percentage in your written to even be allowed to have a license. It sucks. We dont get drivers ed or anything. If you are in a car under the age of 17 (obviosuly without a license)you are taken to court and probably spend a few nights in jail. 
Oh well I guess ill have to wait until im 17 ay?? lol
