I believe a security hostess noticed the woman initially. A judgement call on that type of thing is usually ultimately made by the park duty manager. The shorts were short enough that her rear end was partially exposed.
The phrase "trousers of a suitable length" was merely a linquistic flair on my part (darn my "Word-a-day Calendar"). I am sure she was offered a pair of shorts, or the option of returning to her hotel to change.
Again, I say, It is not worth it!

I can't believe I forgot. According to the dress code, adults are not allowed to visit dressed as characters. It is considered a security risk, as well as not being conducive to maintaining character integrity. This is especially important to remember for the Star Wars Weekends at the Disney/MGM Studios.
