Downtown Disney in the afternoon?

I'm thinking about heading to Downtown Disney on our arrival day (around 3:00 or 4:00), but with all of the construction going on, I'm wondering if that is a good idea or not. How is the parking situation now that to new parking garage has opened up? (We are staying off site and will be driving our own car.) Will the crowds be manageable in the afternoon on a weekday with moderate crowd levels predicted?

Also, is it still possible to get ear hats and/or silhouettes at Downtown Disney?
