DS gets motion sickness and DD is scared of fast rides.

Booking FPs:

DH and DD - FP Soarin - get RS for me
Me and DS - FP TT - get RS for DH
FP two more Tier 2 rides for all 4 of us

FEA Dessert Party to ride FEA

This "ensures" all three of these prime rides, right?

There is no guarantee that you will be able to use RS if the child is tall enough to ride. Sometimes you can, sometimes you can’t, and it mainly depends on luck of the CM draw.

It's clear as day in the RS "rules" that anyone unwilling to ride can get a RS pass, right? How can a CM really enforce anything but? Is it because people take advantage?
 
I agree with Mesaboy, there are no guarantees. How old are your kids? We tried to get a RS for ToT on our last trip because my DD was too scared. They wouldn’t give it to us because she was big enough for the ride and was just choosing not to ride. They said RS was just for kids too small to ride.
 

This will be debated forever in this and other threads. Yes, the Disney website states that both those too short OR are unwilling to ride for any reason would be eligible for rider switch. However, in practice, it is up to the CMs at each ride on how they enforce the rule. YMMV.
 
They will be 5 - DD - guessing will be 46 inches when we go and DS will be 7 and def tall enough. Guess we'll just try.

People absolutely take advantage. You could try and hope the CM will give you a RS but just know that it may not happen and if you only get 2 FP someone may have to wait standby.

With your DD being so small yet it may work for you. Mine was 7 and the absolutely would not give me a RS for her.

The “rules” are whatever the CMs have been trained to do, and that does not always match the website verbiage.
