Does a fold up umbrella stroller count as one carry on?

Do you mean with the airline or with DCL?

With DCL you will be fine.

With the airline, it all depends on how big the overhead compartments are. Most times you will have to gate check it. Which means right before boarding the agent at the gate will put a tag on it and at the end of the ramp prior to getting on the aircraft, you will leave it there for them to put under the plane. Then when you get to your destination and get off the plane, the stroller will be right there.
