Sometimes. If they need to move materials for the Seven Dwarfs Mine Train during the day it would be closed off. Otherwise, it is open.

It was closed off when I went in early December, but has been open the 4 times I've been there in January.

Every time I planned to use it the first week of Dec. it was closed. If I assumed it was closed, it would be open, soooo, who knows. That was 4 or 5 weeks ago, it may be open all the time now. But that was my experience.
