Does the afternoon tea work with the dining plan?

We love the GF tea but I don't know what the restaurant is called to know if it is on the dining plan. Please let me know if you can, and if so, what can you order?

I checked the Disney website for the restaurants available and the location of the tea, The Gardenview Lounge is not included in the list.
