Does Low Season Affect Character Meetings?

Okay... we are going end of second week of September. We are totally prepared for a few rides and attractions to be down along with entertainment only running on weekends.... however ....

what about characters - are there less characters around doing meet and greets?

We really want to see Woody, Jessie, and Buzz - they will still be in their usual locations? Do we check at Guest Services to see what times they are out?

Do these characters have set times like others where they come out say an hour after opening?

We went the 2nd to last week in Jan last year and had no problem with seeing all the characters we wanted and more. Jessie, Woody and Buzz are housed in their own area in HS across from the Toy Story Mania. Good Luck and have fun!
 
We have been 2 times in Sept and never thought we didn't see enough characters. Although, I have never seen any of the princes or "rare" characters that I think might be out in busier times. We've seen Woody & Jessie 3 of 3 times and Buzz 2 of 3 times. And we aren't big character hunters nor have we done character meals (our fist year we did eat at Ariel's).

By HS do you mean Hollywood Studios? That's in Disney World, this is a Disneyland thread. ;)
 

Disney tries to give every guest the best experience possible no matter what time of year they come, but there are differences. I am sure someone can explain this better than I can, but there are some areas where you will always find characters and they are on shown on the map along with the times they will be there. Those times change during the year, but as long as you pay attention to the times, yoiu will get to see the characters. You may miss out on some of the random sightings but as the crowds will be smaller, you will likely get just a little more time with each.

I personally think September is a good time. Things are just winding down from the peak periods but still very active and the weather is still nice.
 
Our trips have been in September and we've seen Woody, Jessie, and Buzz.

Last September we saw Buzz in Disneyland several times. One time was near the AstroOrbittor, another time was outside his ride, and another time was near the big rotating germ ball of water.

We saw Woody and Jessie in California Adventure along with two of the Army Men. There is a little meet and greet spot right across from King Triton's Carousel and that is where they were stationed.
