does everyone in a room need the same type of ticket?

staying at the BWI and was told that we all need the same type of ticket. I planned on getting dh and I a 4 day ticket and my older kids 18 and 20 a 4 day hopper can this be done.

It can be done but you need to purchase your tickets separately and after making a room only reservation. I believe that, if you book a package, then everyone need the same ticket.
 
As above, if you have a package then everyone must have the same ticket. You can book a “ticketless package” that’s basically room only but has the package deposit and cancellation rules. However, you then have to buy tickets separately from Disney or from an authorized reseller, and those tickets will be nonrefundable (although if unused, the $ you pay will remain as a credit that can be used for other tickets).
 
As PP's noted, you can book a room-only or ticketless package and then purchase the tickets you would like separately - that does require purchasing the tickets outright and not as a package. Alternatively, you could purchase a package with 4-day base tickets for everyone and simply upgrade your kids' tickets to hoppers once you are onsite.

This is your simplest option. Just know you will pay the hopper fee for all days on the ticket, no matter when you upgrade.
