Does each persons luggage tags come separate?

Hi-

Today I recieved an envelope from Magical Express. It contains- 2 bus vouchers for for my 5 y.o. DS- one for each leg of the trip, and 4 yellow luggage tags with my name on them (room ressies in my name). DS is the youngest of 5 in our party. Will I be receiving 5 envelopes or is this a Disney goof? I would have figured they'd at least all get here on the same day!

We received just one envelope with all passes and luggage tags in it.
