Does Disney still transfer luggage for split stays?

AFAIK, the only significant change has been that they won't transport refrigerated/frozen items (but they will store them if you bring them). I don't think the pandemic had anything to do with that change - I think it was because they don't have trucks with the necessary equipment to keep things at required temperatures during transport.
Does that include coolers or is it loose stuff?
 
They will transport coolers and/or loose items for you. They just won't provide refrigeration for those items being transferred. If you use a cooler to keep things colder, that's your risk when it's being moved, not theirs.

I have sometimes had extended waits on getting items picked up from my room, so I usually go up to Bell Services myself, so I don't risk cutting into my park time.
 

We will drop our bags at 9am at boardwalk and transfer to Pop. What’s everyone’s typical time to receive luggage?
 
We did this in January when we switched resorts. We were staying at All Star Movies and took our stuff up to bell services at 8am and it was over at Port Orleans Riverside around noon

"Typical" is a tough label to put on things, but the general advice is to plan to not have your bags until late afternoon, like 4pm+. You'll read variations in experiences but I'd prepare for it being late afternoon, meaning go ahead and pack a day bag with anything you may need (pool clothes, other items, etc) during the day while you don't have access to your things.
