Not in the sense like Marriott, Hyatt and the like do. They have offered some specials for VB and HH over the years but it's been a long time and I haven't seen anything similar at WDW at all.
They definitely did in the past but I am not sure if they still do or not. We toured BWV in 1999 but didn't buy in at that time. In 2000, we received an offer for a VB stay at a very nice rate so we made the reservations, looking forward to a nice stay at the beach resort. We attended the very low key DVC tour while we were there and ended up buying 200 BWV points.
Yep there have been many reports over the summer of this happening. Think about it if they already have all the values booked and people are calling for more and they have DVC at CRO just sittting what better way then to get someone to take a look.
Yes, this was happening quite a bit over the summer. It was posted discussed here as well as on the resorts boards and other places on the DIS. Was it promotional for DVC? Sure seems that way, though I don't think they said that outright.
Now that we have the benefit of hindsight and see that AKV was well in the works at that time (though not yet announced), it is possible that this (in addition to the current SSR promo) was a way to speed up sales of SSR to get ready for AKV.
