Does a gate-checked stroller count toward your checked-baggage limit, or your carry-on limit, or neither?

it counts as a checked piece of baggage, not carry on.

I've never had anyone count it.

Remember that each child with his own seat has his own baggage allowance too.

Usually for each carry on you are allowed one fewer piece of checked baggage, typically it is three pieces total.
